Mission

The mission of San Andreas Civilian Operations is to create believable, engaging, and character-driven civilian roleplay throughout San Andreas.

The department supports members in developing meaningful characters, businesses, relationships, criminal enterprises, community events, and everyday interactions that contribute to a living and immersive world.

Civilian Operations is committed to creativity, realism, fairness, collaboration, and quality roleplay. Members are expected to create scenes that provide meaningful opportunities for everyone involved rather than treating roleplay as a competition to be won.

Requirements

Applicants must:

  • Meet all community membership and department eligibility requirements.
  • Maintain a working microphone with clear, understandable audio.
  • Create and maintain believable civilian characters with reasonable motivations and backgrounds.
  • Demonstrate maturity, creativity, professionalism, and sound judgment.
  • Contribute to character-driven and community-focused roleplay.
  • Follow all community rules, Civilian Operations policies, and staff direction.
  • Properly separate in-character and out-of-character knowledge.
  • Avoid treating interactions with Law Enforcement, Fire & EMS, or other civilians as competitive encounters.
  • Create scenarios that allow meaningful participation and reasonable outcomes for everyone involved.
  • Avoid unnecessary escalation, repetitive chaos, or unrealistic criminal behavior.
  • Demonstrate appropriate judgment when planning high-risk, violent, or large-scale scenes.
  • Respect scene ownership, established storylines, and the roleplay of other members.
  • Maintain continuity between a character's actions, history, relationships, and consequences.
  • Accept instruction, coaching, and constructive feedback from supervisory personnel.
  • Maintain reasonable activity and communicate extended periods of absence.

Previous civilian roleplay or FiveM experience is helpful but not required. Civilian Operations welcomes applicants who demonstrate creativity, maturity, respect for others, and a willingness to contribute to long-term storytelling.

  1. 1
    Civilian Director
    Leads Civilian Operations and oversees department policy, standards, staffing, training, major initiatives, and long-term development.
  2. 2
    Deputy Civilian Director
    Assists the Director with department administration and assumes executive authority when the Director is unavailable.
  3. 3
    Civilian Manager
    Oversees civilian programs, supervisors, major events, training initiatives, and department-wide operational needs.
  4. 4
    Civilian Supervisor
    Provides direct oversight and support to civilian members, assists with scene coordination, reviews performance, and helps maintain roleplay standards.
  5. 5
    Civilian Tier III
    Senior civilian member trusted with complex characters, advanced criminal or business roleplay, major scenes, and mentoring newer members.
  6. 6
    Civilian Tier II
    Experienced civilian member authorized for expanded roleplay opportunities and expected to demonstrate consistent judgment and quality.
  7. 7
    Civilian Tier I
    Standard civilian member trusted to independently create and participate in routine civilian, business, social, and criminal roleplay.
  8. 8
    Civilian Trainee
    Entry-level member completing orientation and evaluation while learning community expectations, civilian procedures, and roleplay standards.

What to Expect

Joining San Andreas Civilian Operations means helping create the stories that make San Andreas feel alive.

Civilian members are encouraged to develop believable characters, relationships, businesses, careers, criminal enterprises, personal conflicts, and everyday interactions that can evolve naturally over time.

Civilian roleplay is not limited to criminal activity. Some of the strongest scenes may begin with a traffic collision, workplace dispute, business transaction, medical emergency, neighborhood complaint, social interaction, or ordinary day that develops into something unexpected.

Civilian Operations values creativity, character development, collaboration, and quality roleplay over constant action or escalation. Members should create opportunities for others to participate and allow consequences, successes, failures, and unexpected outcomes to become part of their character's story.

High-risk or criminal roleplay should remain believable and proportionate. The goal is not to repeatedly create the largest possible police response, but to build scenes with purpose, context, and room for meaningful interaction.

Promotion through the civilian tiers is based on demonstrated maturity, creativity, consistency, judgment, activity, and contribution to the community — not simply time in rank.

Previous FiveM or civilian roleplay experience is helpful but not required. Members who demonstrate the right attitude and willingness to learn will be given opportunities to grow.
