Mission

The mission of Civilian Operations is to maintain an active, diverse, and responsible civilian community throughout San Andreas.

The department supports civilian members in developing believable characters, operating businesses and organizations, participating in community activities, and pursuing lawful or unlawful character paths within established community standards.

Civilian Operations is committed to creativity, continuity, personal responsibility, and fair participation. Members are expected to contribute to the community, respect the actions of others, and accept reasonable consequences resulting from their character's decisions.

Requirements

Applicants must:

  • Meet all community membership and department eligibility requirements.
  • Maintain a working microphone with clear audio.
  • Create believable characters with identifiable personalities, motivations, and backgrounds.
  • Follow all community rules and Civilian Operations policies.
  • Demonstrate maturity, creativity, cooperation, and respect for other members.
  • Properly separate the knowledge, relationships, property, and resources of different characters.
  • Accept reasonable legal, financial, medical, and personal consequences.
  • Avoid repetitive, disruptive, or low-effort criminal activity.
  • Obtain approval for businesses, organizations, or major activities when required.
  • Communicate with department leadership when planning sensitive or community-wide events.
  • Complete any required application, orientation, interview, or evaluation process.
  • Accept constructive feedback from department leadership and staff.
  • Maintain reasonable activity and communicate extended absences.

Previous civilian roleplay experience is not required. Applicants are evaluated primarily on maturity, creativity, cooperation, and their understanding of community expectations.

About Civilian Operations

Civilian Operations oversees civilian membership, character standards, approved businesses, organizations, and civilian-led community activity.

The department includes a wide range of possible character backgrounds and occupations, including:

Civilian members are encouraged to create characters with lives, responsibilities, and relationships beyond emergency incidents.

Character Standards

Civilian characters should be believable individuals rather than temporary tools for a single activity.

Characters should have:

  • A recognizable personality
  • Personal motivations and goals
  • Strengths and weaknesses
  • Occupation or source of income
  • Relationships or community connections
  • Reactions to previous events
  • A consistent approach to risk and consequences

A lengthy written biography is not always required, but members should understand who their character is and why they make particular decisions.

Character Separation

Each character must be treated as an independent individual.

Members may not improperly transfer the following between characters:

  • Confidential information
  • Personal knowledge
  • Relationships
  • Criminal intelligence
  • Department information
  • Property or money
  • Vehicles
  • Business ownership
  • Personal grudges
  • Legal history

Connections between characters must be established through legitimate interaction and may not be created solely to bypass community rules.

Civilian Businesses

Approved businesses are expected to remain active and provide a legitimate service or gathering place within the community.

Business owners may be responsible for:

  • Maintaining an active roster
  • Establishing operating procedures
  • Hosting regular business hours or events
  • Managing employees
  • Following licensing requirements
  • Maintaining lawful records when applicable
  • Cooperating with inspections or investigations
  • Communicating prolonged inactivity

Business approval does not guarantee exclusive access to a particular industry, property, vehicle, or service.

Inactive or improperly managed businesses may be reviewed or reassigned.

Civilian Organizations

Civilian organizations may include social groups, charities, clubs, political organizations, professional associations, or other approved groups.

Organizations should have:

  • A defined purpose
  • Recognizable leadership
  • Reasonable membership standards
  • Appropriate activities
  • Consistent community involvement

Organizations may not be used solely to obtain special permissions, equipment, properties, or status.

Criminal Activity

Criminal characters and organizations are permitted within department and community policy.

Criminal activity should be:

  • Supported by a believable motive
  • Appropriate for the character involved
  • Proportionate to current server conditions
  • Conducted with reasonable planning
  • Capable of producing evidence or investigative opportunities
  • Followed by believable consequences
  • Varied rather than repeatedly relying on the same incident type

Criminal conduct should not consist solely of random violence, repeated pursuits, or activities intended only to provoke emergency services.

Large-scale criminal organizations, major events, or storylines involving significant community impact may require prior approval.

Businesses and Criminal Organizations

A lawful business may not automatically function as an unrestricted criminal front.

Any criminal use of a business must remain consistent with:

  • The character's established conduct
  • Community criminal-activity policies
  • Business approval conditions
  • Evidence and investigation standards
  • Conflict-of-interest rules
  • Asset and property restrictions

Department leadership may review businesses or organizations that repeatedly violate their approved purpose.

Community Conduct

Civilian members are expected to:

  • Treat other members respectfully.
  • Allow interactions to develop naturally.
  • Avoid forcing predetermined outcomes.
  • Cooperate with reasonable public-safety procedures.
  • Report technical or conduct issues through proper channels.
  • Follow established approval processes.
  • Preserve continuity between sessions.
  • Maintain separation between player disagreements and character conflicts.
  • Represent the civilian department appropriately in public community spaces.
